The study aimed to determine the effects of a seminar on road safety on the knowledge and practices of “habal-habal” drivers in Tampilisan, Zamboanga del Norte. The study utilized a pre and post interventional study design. Purposive sampling was used in this study. Those habal-habal drivers who meet the inclusion criteria were identified as the respondents A 2-hour public education seminar with illustrations on road safety was given as the intervention in this study. The seminar was headed by the LTO and PNP lecturers Topics discussed during the lectures were based from the LTO driving manual, which, included observance of speeding limits, following road signs, doing signaling maneuvers, practicing defensive driving, avoidance of distracted diving and driving under the influence of alcohol and other strategies while driving. Actual practices were evaluated by the researcher through monitoring of the municipal CCTV cameras that are directed towards the target areas Four (4) months following the seminar, the respondents were asked to take a second post-test examination. There were forty-three (43) respondents who participated in the study. ANOVA was utilized for the knowledge portion while McNemars Test and percentages were utilized for the actual practices. Results revealed all forty-three (43) respondents respondents showed significant improvement in their knowledge (p=0.000). The intervention was effective in increasing knowledge among the respondents on road safety as shown in an increase from a mean score of 9.35 to 10.9. Although the second post-test given four months after the intervention revealed a mean score of 10.2, which was lower than the first post-test of 10.9, it was still higher than the pre-test with a p-value of 0.000. The latest assessment score on the actual practices of the respondents showed a higher performance score compared to the pre-intervention assessment shown with the increase in the number of drivers who passed the post-intervention assessment of actual driving practices. The study concluded that the interventions of a public education seminar was effective in improving the knowledge and practices of habal-habal drivers in Tampilisan, Zamboanga del Norte. However, it is not effective on long term retention of knowledge and improvement of actual practice, evidenced by the declining scores from the immediate post-intervention assessment to the latest. Therefore, a seminar on road safety should be done repeatedly to help address knowledge decay.
