BENEFICIARIES’ COMPLIANCE AND IMPLEMENTERS’ COMPETENCIES ON THE PANTAWID PAMILYANG PILIPINO PROGRAM IN SAN VICENTE, MAHAYAG, ZAMBOANGA DEL SUR: AN EVALUATION

This is a cross-sectional study aimed to evaluate the PantawidPamilyang Pilipino Program regarding the compliance of beneficiaries and the competency of its implementers in Barangay San Vicente, Mahayag, Zamboanga del Sur. The respondents were the beneficiaries currently enrolled in the program and the Municipal Links in charge of the program. Data gathered were obtained through one-on-one interview of the beneficiaries and Municipal Links and the interview was conducted using an interview guide questionnaire based on the operations manual of the Pantawid Pamilyang Pilipino Program. The interviews done were all considered confidential. The results of the interviews showed that there is a significant number of beneficiaries who lacked knowledge about the objectives, conditions and penalties of the program which may affect their compliance, while the implementer were well informed of the rules and regulations of the program. Observations resulted that the Family Development Sessions in the area were underutilized and were not able to meet its purpose of developing the wellbeing of the beneficiaries. Some of the beneficiaries continue to engage in debts, alcoholism and gambling even through the interventions in the Family Development Session. A strict evaluation or liquidation should be part of the program since the issue of missing grants was addressed by the beneficiaries. A strict monitoring, better implementation of the rules and regulations and review of the program regarding the objectives, conditions and punishments for the beneficiaries are recommended.
