The purpose of this study is to determine the awareness of motorcycle riders on the Motorcycle Helmet Act, to identify barriers in the implementation of RA 10054 Motorcycle Helmet Act 2009, to determine the major types of helmet used by the motorcycle riders and to formulate strategies/suggestions for the successful implementation of the law. Four methods were used to accomplish for the objectives of the study. Observation was used to identify the major types of helmet used in four (4) identified intersections in Zamboanga City while a self-administered questionnaire was administered to respondents parked in the eleven (11) major motorcycle parking areas located in the city. The third method was to conduct an in-depth interview with the traffic enforcers along with Stakeholders. Lastly, Delphi Method was used to formulate strategies/suggestions for the successful implementation of the RA 10054 Motorcycle Hemet Act. The results from the observation showed that 79.51% of motorcycle riders used the one-half type of helmet in contrast to the result of the self-administered questionnaire where 66.06% claimed to use the full face type of helmet. Also the respondents were not aware of the Motorcycle Helmet Law despite the fact that they used helmet when driving their respective motorcycle. It was also identified that “cost†was considered as the top reasons for the decrease in compliance by the riders. Finally, amending the city ordinance 248 was the identified solution, on what type of helmet specifically should be used where it was not clearly defined in the ordinance.
